Engineers to communicate under flying seal with the

General Manager and the heads of the technical

departments. This practice has been found to

facilitate business as it enables the responsible

official to discuss his requirements with the

Consulting Engineers in advance and thus places him

in a position to specify exactly what he requires

when the time arrives to submit an indent for sanction.
